THE GEORGIA CDL AND TEXAS CDL HAVE THE SAME NUMBER???

I don't think so,most states that had the same number were using the SSN of the holder,not many of those states left-but I could be wrong

I suppose it is possible since each state is free to choose whatever numbering system they choose. The separator for identification purposes will have to be the state.
