A few reasons.
Football pants are really snug/tight for two reasons; (1) to keep pads in place, and; (2) prevent the opposing team to have something "extra" to grab on to when making a tackle. If you have a loose uniform, someone can pull you down just by grabbing your shirt, etc. Usually when a football player wears a jock, often the only other thing they are wearing is uniform pants. As a result of the pants being really sung, you can often seen the (jock) straps through them.
As for baseball, the pants are quite a bit looser than football uniforms. Additonally, many sliding pants or compressions shorts have placement for a cup, so there are no "straps" to see. And often if they are wearing a per se jock, sliding shorts go over it, which cover it up a bit. You will however, see the (cup) "bulge" way more in baseball. like 99% of high school, college, and pro football players do not wear a cup (which I think is kinda crazy...)

Football pants are much tighter. Baseball players have the sliding short under that look like football pants but then they have the baseball pants fit to their style and comfort level. Most players comfort level isnt leg tight.

sliders or Under Armour that the baseball players press the jock strap up against the body tightly and make the pants look loose and you can't see it. football has the pants that are almost as tight as Under Armour and it's really easy to see it, not that anybody wants to see it.

Because alot of the time that is all that the players have on underneath their uni's. Most players nowadays do not wear hip and thigh pads, thus they don't wear a traditional girdle.
