Because the sandman is suppose to be the one who comes when you are sleeping to give you dreams.

When you're sleepy, you rub your eyes, and it can feel like there is grit or sand in them. The Sandman carries a sack of sand with him, which he sprinkles in people's eyes to make them feel tired, hence they rub their eyes and associate the gritty, sandy-eyed feeling with being tired.

when yer eyes get all tired and gritty....in the old days they used to tell the kids that the sandman sprinkled sleepy sand in their eyes to make them tired

Because of the sleepy dust that gets in the corner of our eyes when we sleep. There would be even more of it when we woke up but there are tiny tiny minute critters in our eyes that clean them when we sleep.

maybe its just to make kids go to sleep then they say the little grainy things in our eyes are the "sand"
