The North-Eastern States - being seriously industrial - detested the idea of slave labour. The Western Stest did not want Negroes (In 1860, as local politician Abraham Lincoln was being elected President) the State of Illinois passed a law expelling all free negroes from the state. The steady stream of escaped slaves worried many in the "West" (NB now the Mid-west). But the development of the West required Federal support and subsidies. The idea that the slave states could destroy the Federal Govt. that they looked to for support was unacceptable.
