Santa Claus, belongs in the sleigh, right behind Dasher, Dancer,Prancer,Vixen,Comet, Cupid,Donner, Blixen, and Rudolf.
Santa is busy taking all the gifts to the children, that is why he will not be found in the Manger. Jesus is the reason for the Christmas Season and Jesus is in the Nativity scene

There's a kneeling Santa that's used in nativity scenes. I think it's sweet. He's not waving and leering out at people, he's looking down into the manger. I don't know what size you need.

He would kind of seem out of place because he's not actually in the story, but it's really up to you. I can see how some people find it insulting, but I wouldn't be insulted. It's Santa worshiping Jesus, what's wrong with that? Ideally he would look less out of place with other fictional characters like Frosty or Rudolph.
