DBan(http://dban.sourceforge.net/) or another erasing software like it. A simple format from windows isn't good enough. You must use a wiping program like Dban.

You can reformat the disk and, when doing so, specify the "unconditional" format. Depending on which Windows Operating System you use that's typically a "FORMAT /U" at the command line; making sure that "Perform a Quick Format" isn't checked. If all you do is a "Quick Format" then it's likely that a data recovery program can be used to mine all the old data.
For information regarding reformatting the hard drive you can check out the following page:

Use Eraser from
"http://sourceforge.net/project/showfiles.php?group_id=37015&package_id=65323"
and read about it from
"http://www.heidi.ie/eraser/"
After you have used Eraser for deleting the important data that you donot want anyone to recover using "Data Recovery Tools", then format the hard disk and delete all logical drives as well as the partitions. This can be done using the Win 98 bootable floppy to boot to the system and type fdisk at the command prompt and follow the instructions.

I can tell you having work for intelligence agencies and my own private practice as a clinical psychiatrist that there is no software that you can get free or purchase that will prevent some one with the proper software/tools to strip off all of your private data from your HDD.
There are only two way to protect your data.
1) Remove the HDD and give the pc away without the HDD. The receiver will have to purhcase their own HDD.
2). You can beat the HDD, to death with a hammer and no software or tool will be able to strip off any data from the HDD.
I use #1 and place my HDD, in a safe when I give away a pc for a new computer.

you can do what is called "disc format", but the best thing to do is to destroy the hard disc, because there are some software that can recover most data on hard disc even after deletion.
the way to do "format" is to go to my computer, then on each part of the hard click with the mouse right button, then choose format. for the part of the hard that hold the system (c mostly) it's better to do that through MS DOS.

You will have to format your drive.
Go to command prompt and format all the partitions.
The command for this is: format e.g. if you are formatting c drive then: format c:
You can format any drive other than c:/ from your windows by right-clicking on the drive and then format.
To format your c drive you must be in command prompt without starting windows. To do this you have to boot from a CD.

Format the hard drive. You can either use the Restore CD from the manufacturer (HP, Gateway, etc) or use a windows boot cd and format the hard drive that way.

well you can either do a completly reformatt or just simply go to My Computer on your desktop or where ever yours may be and when it opens go to Control Panal, Then Add/Remove Programs. watch what you delete though because you dont want to delete the drivers to the computer.
