Interesting question!

The earths orbital inclination is now about 23.44 degrees, so if it were only 12 degrees the northern hemisphere would tilt only 12 degrees toward the sun on june 21 and the southern hemisphere would tilt only 12 degrees toward the sun on December 21.

Since if there were no tilt at all there would be no seasons, it seems likely that the seasons would be less extreme, summers would be cooler and winters warmer. The ice caps would probably grow because there would be less summer thawing. There would be strong evaporation in the tropics year round, so hurricanes might be more frequent. More clouds and more ice could mean more of the suns rays are reflected and it could cause an ice age...

The sun would shine on the poles more directly and less directly on the equator. Therefore, temperature would average higher at the poles and less at the equator. This translates into seasonal changes at these extremes at are more like those in the mid latitudes.

Summer and winter in any hemisphere will be less different.
