I don't think that you are going to be able to buy hydrogen- are you going to shelve gas in a reagent bottle?

You can make it synthetically a number of ways. A good small scale method is:

CaH2 + H2O ---> Ca(OH)2 + 2H2 or Fe + H2SO4 ---> FeSO4 + H2

The cost, therefore, would depend on the reagents used in its synthesis and I'm afraid that I can't help you there. I would suggest looking at a chemical catalogue such as Aldrich.

Well, you take water and place DC electrodes into it. Then store the resulting Hydrogen. It then costs what you paid for the equipment, water, and electricity.

You can obtain it from a company that supplies tanks of gases, but commercially it is obtained from electrolysis of sea waater.

Why buy it when you can make your own?
