Ignore the pop-up. It just wants you to buy stuff.
You might have picked up some ad-ware (programs that you didn't intend to install that pop up advertisements). There are a couple of dependable free programs that you can download that will clean out the ad-ware. One is Spybot Search and Destroy, the other is LavaSoft Ad-Aware. (they also have versions that do more and cost money.)

No, it's just an ad. Ignore it. They're make it look like a real window, but they're just plugging their product. You may want to run the adware removal software AdAware form http://www.lavasoft.us/ There's a free version for personal use.

No, No, No! You have spyware, and they are trying to sell you something that will really screw up your computer. Get SpyBot and Ad-Aware free from download.com, install and run them both. Then get either Avast or AVG free antivirus, install one of them and run it.

Keep SpyBot and Ad-Aware updated and run them daily if you are on the internet a lot. They'll catch this stuff for you . SpyBot will warn you if something gets in that will affect your registry and you have the choice of letting it to (left side click) or stopping it (right side click). It's great protection for your computer.
