I'd agree with 1,3,2,4.
QM is by far the hardest, mainly because it's completely non-intuitive, i.e., it does not correspond to the macro-physical understanding of our world.
E&M is the next hardest, because some of the concepts of charge and fields are not within our normal experiences. The math particularly involves line and volume integrals are non-trivial to understand.
Heat and Light are relatively straightforward, but there are some wrinkles when it comes to blackbody radiation.

The order you have listed sounds about right. I am a physics major and have taken all four of those classes. Quantum is by far the hardest of the list, while Mechanics and E&M are similar in their difficulty.

I have found through my own surveys that people disagree on whether phy 3 or phy 2 is harder. Thus 50% of people say 1234 and 50% say 1324, roughly speaking. Thus in conclusion, if your major requires them, the order you have written the classes in is the order you will take them. So either way you will find 2 or 3 more difficult, but the difference should be meaningless, in the overall picture. Plus you won't know which one is harder for you until you take it. For your reference, I found 3 harder, because it had geometry. 2 I found easier because, it was basically integral calculus.1 was the easiest for me, because it was basically differential calculus. 4 is the hardest, because you use partial differential equations, which I have only had one class on.

I believe that you have them in the order that they should be taken. Mechanics probably begins the job of providing a use for the Calculus. The other courses provide more and more complicated mathematical problems. It may be that the initial course might be more difficult just because the concept of connecting the Calculus with the physical world are just being introduced.
