I saw this aerial view of Albuquerque, New Mexico, and in the northwest, nw of Rio Rancho, i saw rows and rows of unpaved streets with no development there whatsoever. The streets are named, and have a grid numbering system, but nothing there.

There's a large unpaved avenue running diagonally down the center, called Encino Road.

This area is west of I-25 and south of route 550.

Does anyone know what the deal is here?

I found it via Google Maps with a satellite view. I searched for Rio Rancho, NM.

If you switch to satellite mode, you'll see the streets.

There's no homes or businesses there, either. There's nothing for miles.
