yes they have to. They need to know wether or not you need to place a "saftey" Deposit. Not all but some people with bad credit tend to be late on payments. So thats almost like a fall back if payment isnt recived

In Canada they usually want you to be billed by credit card. I think the credit problems are all then transferred to the bank.
