I have some really good tips and believe me, I have made a lot of girls look really good by giving them a general idea of what to wear:
#1: Jazz up your footwear by buying shoes with embellishments, glitter, or sequins. Ballet sneakers look really good with jeans. If you're tall try some boots.
#2: Buy tighter jeans, but not a pair that you can't breathe in. Be sure to pick pairs out that have again- a little decoration. Just don't overdo it.
#3: Buy long, tight tops with graphics and buy Deep V- necks and put a cute cami underneath.
#4: Go to a store like claire's and pick out a few pairs of earrings. Make sure they match some of your shirts. Also find some necklaces, bracelets, and headbands.
#5: Find a handbag or two that is cordoroy or suede.
#6: Make sure to find eyeshadow colors that compliment your eyes. I recomend to get LO'real or Covergirl eyeshadow in three shades. Start with the darkest at the bottom, then the next lightest on your lid, then the lightest on top.
***Remember, of you like the way you dress right now don't change yourself. Buy your clothes at aeropostale or oldnavy. They have cute clothes at reasonable prices. I hope I helped and good luck!

Before I read the whole question, I thought get glasses. But I see you've pondered that. I just found my favorite pair I've ever worn and I don't mind having to wear them every day. I actually like my appearance better in them.
I also drastically cut my hair once and that was fun to have short styles for a while. Find a good stylist though cuz you have to cut your hair often when it's short.

sweetie, don't fuss about looking plain. Instead concentrait on becoming classic in your look. If you get basic items that don't have fad like details, you can wear them for years and still look like you were put together perfectly. Study classic beauties of the past and see why they became legend. None of them were standout fashion plates, but they knew their strong points and never looked too flashy or extra "in the moment fashion wise". Straight lines, solid colors. And if you want to look tall and lean, stick to one color from head to foot.
You are not plain. You just haven't discovered that you are amazing yet. Take some time and discover you.

This one gal I know is kind of plain looking... But she actually has a nice body and is just SOOO cool that I find her the most sexy lady on the planet. Suddenly I forget about the plainness.

wear things you normally wouldn't wear.. Bright colors that u might think are crazy.. I use to be a tan, khaki, black & brown girl.. Now I wear all colors and accessorize like crazy.. I started to wear my hair completely different.. It's all about change!!!!!!!!!I wish u the best*********

you need to find out what looks good on you first, what color are your eyes, what kind of style do you have? the thing that stand out the most is people who love life, who's eye's sparkle! just be happy 2 be who you are!

you're rather fairly! do not enable anybody inform you in any different case. attempt mixing up outfits slightly, styling your hair in yet in a distinctive way and so on, in case you do not basically like the wag you seem. wish that helps. :)

Eyebrows...are they arched correctly?
Your teeth...can ya bleach them?
Fake tan? Could that help
Exercise to firm up any trouble areas.
