If it's a plantar wart, it'll feel kind of like a hardened callous but more 'movable' than your standard 'rubbing on your shoe' callous.
If it's close to the heel but still under the arch, and hurts most when you first step on it (in the morning, say, or after you've been sitting for a while) but the pain fades a little once you've put weight on it for a while, it could be plantar fasciitis.
Plantar fasciitis can be self treated if you have strong thumbs, but your first step is to ice it until the swelling goes down. Once it's no longer inflamed, then you can get to work: 1st thing in the AM, before you get up, use your thumbtip(s) to at first gently but gradually more deeply rub the area in small circles. Think of it as stretching the tissues under the skin. It can take a while, but you'll know you've done it enough if you (SLOWLY) put weight onto it and you don't feel the tearing pain. You'll have to do this EVERY time you've been off your feet for a while, but in time it'll heal!

I stepped on a lego a year ago and I have been limping. I have a 3/4 inch callous which is quite sore. The podiatrist gave me shoe inserts to take the pressure off. I had an X-ray and MRI which showed nothing inside. It is getting worse and the sore is white fleshy tissue that is raw and doesn't heal. I walk with great pain . I am a farmer and have no relief.

It sounds like a plantar's wart. They can hurt more at certain times of the day and cause you to limp. I had a serious one but it went away on it's own after causing me quite a bit of pain. I found that those gel shoe inserts helped quite a bit.

I'd have it looked at by a doctor, since it's generally impossible to diagnose over the internet.

It kinda sounds like a wart to me, but of course I'm no expert.
