3y - 21= -2x-2 (Multiplying both sides by 3)
2x + 3y = 19 ( Adding 2x and 21 to both sides)

standard form is y = mx + b. First distribute the -2/3
-2/3(x+1) = -2x/3 - 2/3 = y-7

Then add 7 to each side
y = -2x/3 + 19/3
