It could be if everyone, and I do also mean the United States, followed the agreement of disarmament. But that will never happen. We don't know for sure that each country will follow with the United States in disarmament. We don't even know if the United States will. In addition, with the amout of terrorist groups out there that have a vendetta against the United States, we don't know if they have WMD's. So, in a sense, disarmament is not the surest way to world peace.
