Graffiti can be an act of vandalism, territory ownership or a trade mark that a person or group was there. Well since their good artists (especially territory ownership) then if they were caught then have them paint merials for people for a set time limit.

I really don't see much graffiti where I live, but I went to europe and there was graffiti everywhere, even on the famous statues and artwork. It was awful. I can't believe that people would ruin art just so they can stick their stupid name on something.
