You don't indicate your financial situation. I would hope you would qualify for a scholarship (helps if you have more than academics in your background, service, sports, arts, etc). As other's have said Ivy or second tier will serve you well in terms of contacts, relationship and the quality of your classmates. Another important consideration is that you go to a school that has a program you want to study (provided you know). Another consideration is size. Some people like a smaller college (e.g. Middlebury, Hamilton, Wesley, etc.) and some like larger (Harvard, Yale, BU, Michigan etc.). If you are going next year you will need to hustle as deadlines are coming up. If you are only a junior now...then be sure to visit some places if possible this summer.
If money is an issue and scholarships don't come through..then go to a community college. Take a good liberal arts base, live at home and save up to transfer to a good school (also look for more scholarship options...talk to your guidance counselor now.)

The college is irrelevant if you don't know the course you want to take. Usually different 3rd level institutions specialise in different things so it's impossible to tell you what college might be the best without knowing what it is you are interested in doing. I appreciate that you are probably hoping someone might suggest something that is exactly right for you but this is highly improbable.
Sit down and think about what it is you really enjoy doing, what gives you a challenge etc and then look up courses that deal with that subject and THEN think about the college that might be the best for you. Good luck.
