My brother drives a 18 wheeler (semi) for a living, he would like to be able to shut off his truck at night (save a ton of fuel and no emissions) and still keep his crankcase (oil) warm. Are there any DC powered heaters? Maybe batteries with an inverter?

DC powered have inherent downside: It can cause a no-crank in the morning.
Better are the commercial units, many fueled by either gasoline or kero that keep the COOLANT hot, which serves the needs of the engine AND the driver while in the cab with a warm heater system.
Perform a Google search for "engine heater".
There are many options from the passenger to the OTR HD units.

i don't think there is he is better off getting a generator for the truck i have one on mine it will heat cool the cab charge the batteries and it can be connected to the radiator to heat the motor
