Depends on your ventilation in your computer and your power supply.

Start slowly at first and slowly increase the voltages.

3.0 Ghz would be the best to put it too, and here is why. Your RAM is 667, but it is double pumped meaning its actually speed is 333. As I am sure you know, you overclock the processor by increasing FSB speed. At stock it is 266 (quad pumped so its quoted at 1066), so the highest you should go with your RAM is 333, with a 9 multiplier that gives you 3 GHz. Any higher than that is pointless and perhaps not even possible because your FSB would be running higher than your RAM. Of course if you can overclock your RAM, then you could go higher, but then you get into cooling issues, and I wouldn't recommend going over 3.4 unless you have liquid cooling.

A number of factors decide this: The chip's quality itself, the airflow in your computer, your cooling solution (heat sink, fans, liquid cooling, etc.) and also on the quality of your power supply and motherboard.

Changing it in large intervals could be dangerous for your computer
