If you mean the best all out processors available for the PC platform, the new AMD FX-74 is the best with four cores, with 1MB L2 cache per core, running at 3.0GHz. It is also has a good overclocking potential. The QX6700 is good it is nearly the same as the FX-74 except it has a larger L2 cache and runs at a slower clock speed.
If you meant overall best processor for value, you need to provide more info about the intended use, the specs of the intended system, and the OS to be run on it.

Well first of all I am going to assume by best you mean performance regardless of cost. That is somewhat debateable right now between the two Core 2 Extreme models. One of them is quad core as one guy said, but the other is only dual core but has a higher speed. So, for multithreaded programs like CAD, animation, rendering stuff like that, the quad core would be better. But for games the dual core with higher speed would probably be better.
Now if you are talking about price/performance, then the E6600 would probably be the best right now.
EDIT: Just to add to what Matt said, I was personally looking forward to the release of the FX-74, but unfortunately it has been a bit underwhelming, as it is does not match the Quad Core Intel in performance.

best processor..hard to say...but if you really want somethin good try something dual-core.
its kinda expensive but it works very well.
i use now an AMD Turion 64 bit 2,0 GHZ...but i still use windows on 32 bit...there are just a few 64 bit drivers on the "market" now.
its good to have a 64 bit...just for the future - i hope there will be all 64 bit drivers available.
i sugest you an AMD...i use them since i have a computer...never had problems and they work really well...still many people say Intel is better...its your choice! ;)

the one that is best suited to your mother board no good putting in one that will not work with it. it may be the fastest but will not work if not compatable
