Every time the seat you are in reaches the top (A) of the ferris wheel it accumulates potential energy from the kinetic energy it took to get it there. The potential energy is then used up as it descends to (B) where there is active kinetic energy and still stored potential energy. At (D) there is no potential energy, and at (B) there is potential energy but the electrical input produces kinetic energy which counteracts this to get the seat back to (A). This is with the ferris wheel moving in clockwise direction.
