How do I move the address bar with internet explorer 7?

I want the (File Edit View Favorites Tools Help) buttons on top and the address bar underneath.

No, there's no thank you to pass the Menu Bar above the handle Bar in internet Explorer 7. the only thank you to pass toolbars is to unlock the gadget bars (like once you enable Menu Bar) and pass them around. in spite of that, you may not pass the Menu Bar above the handle Bar. Sorry!
