It depends where you live. Ten states: Alaska, Arizona, California, Idaho, Louisiana, Nevada, New Mexico, Texas, Washington, and Wisconsin, as well as Puerto Rico, use the community property system. These jurisdictions hold that each spouse shares equally the income earned and property acquired during a marriage. They also usually (except for fraud cases) divide equally marital debt. Debt incurred prior to the divorce, but after the filing of a divorce complaint, is usually the obligation of the person incurring the debt.
In Equal Right states (all states except 10 listed above), the Court is required to apportion marital debt in a manner that is "just and equitable." Unlike with marital property, however, the Court has much broader discretion to apportion the debt. Normally, each party will be assigned half of the marital debt. Even so, if one or the other party has debt that was more of a benefit to that spouse as an individual, the Court may apportion the debt differently. A party is not free to rack up a credit card or other debt in one's pure self-interest, and expect the other spouse to pay half, particularly where the debt was incurred without the other party's knowledge or without the other party's consent.

The way it usually works is both parties are responsible for debts incurred while married. If one does not pay the Financial Institution, store etc. will come after the other.
