Well, sealed deck and draft are different formats. In sealed deck, each player gets a tournament pack (45 cards and a bunch of lands) and 2-3 additional packs with which to create a 40 card deck. The tournament pack is made of cards from the first set in the block (Time Spiral, Ravnica, Champions of Kamigawa, etc.) and depending on your Tournament Organizer, you might get two or three packs (usually two), and depending on what set in the block was released most recently, your packs will either be 1st set, 1st set, (1st set), 2nd set, 2nd set, (2nd set), or 2nd set, 3rd set (??). You get about an hour to build you deck and then compete. Your sideboard is any card from your "pool" (the packs and tournament pack you opened) and any number of basic lands, but your deck must remain the same for every game one of every match as it was when you registered it.

In a Rochester draft, 8 players are seated in a "pod", and are given 3 packs each of 15 cards. The packs may vary according to which set in the block is the most current, i.e. currently it will be Time Spiral, Time Spiral, Time Spiral, but next the three packs will be Time Spiral, Time Spiral, 2nd set of Time Spiral block, and lastly, Time Spiral, 2nd set of the block, 3rd set of the block. At the judge's command, the first pack in order is opened and one of the fifteen cards is chosed, the rest are passed to the right. After those fifteen are selected, the second pack is opened and the process repeats, except this time with passing to the left. Finally the third pack is opened and drafted, passing back to the right. The same rules apply for deck construction, 40 cards, same sideboard rules.

The disparity in cards actually given to you is made up for by the fact that in draft you know the strategy you want to draft and actually get to choose your cards, whereas in sealed, you are given no option whatsoever, and thusly get extra cards.

Sealed deck isn't a draft. Booster drafts and sealed deck both fall under the same tournament category though. Its called Limited, which refers to the limited card pool the players have. Seal deck is played with a tournament pack plus 3 packs. Tournament packs are only made for the first set of each block as the first set is always the largest. Each tournament pack contains 3 packs worth of cards(with the same ratio of commons, uncommons, and rares), 25 lands(5 of each color), a pro player card(lame but sorta funny), and a random foil card. Example of a sealed deck tournament, each player receives a Ravnica tournament pack and 1 Ravnica: City of Guilds pack, 1 Guildpact pack, and 1 Dissension pack. In sealed deck you keep all the cards you get and make your deck from them. Decks must be at least 40 cards and I recommend you stick to that minimum closely.

In a draft, each player gets three boosters. Opening the boosters one at a time, each player takes one card and passes the pack to the next player.

Sealed deck is generally considered more random, but skill in construction and play is still significant.
