Fender Stratocaster, hands down! Also is a new inexpensive Fender out now (starcaster) that comes with all the accessories and an amp for under 180, aimed at beginners.

Fender Stratocaster. Or, if you are really tight on your budget, you could get the Fender Squire Strat. it comes with everything you need (amp,leads,gig bag, picks, training video, etc), plays like a normal Strat, and it's travel size.
