Pinochet was a fascist with a small in that he didn't tolerate dissent and was undemocratic. Capital F Fascism was a formal political ideology propagated by Mussolini and Hitler. It emphasized a totalitarian corporate state. Their regimes tried to incorporate almost all aspects of life into the national political life. Children had to join youth leagues, entertainment was propaganda, art was political kitsch, and the leader became a personality cult. Pinochet's regime repressed dissent, but did not necessarily force people into the national political life the way that real Fascist regime does. I suppose you might call it fascism-lite.
The problem with the word fascist is that it has become a handy perjorative word for authoritarianism and any infringement on civil liberties. I often use the word in this context, but it was originally the proper name of Mussolini's political party and ideology. While I don't mind calling Pinochet a fascist, the word is often overused.

Put it this way - his views were slightly to the right of Adolf Hitler.
Like Noriega in Panama, our good friend and ally Gen Pinochet eventually became an embarrassment to the US.

Yes.
The word Facism's root is "Fasces". That is the bundle of sticks tied together that used to be the symbol of the Roman Empire.
Any side of the political spectrum, can be "Facist"

He was a fascist bloody dictator who killed more than 10.000 Chilean. He was a criminal of the worst kind and was lucky to get away with his murders, but he will surely not escape from Gods justice

Yes, but not all Dictatorships were equal. The European lefties would have you believe he was like hitler. he killed at the most 10,000 and at the least like 3,000 but they won't ever mention that communism killed 100 million wordlwide and that Cuba killed far more than that during its communist revolution. I'll take a dictator over communism ANY DAY!
