For me it's on the hand that's more meaningful; it's all romantical, whereas kissing on the cheek can have many different meanings.

Meaningful? I don't know...nobody kisses anybody
on the hand anymore. Personally, if I'm going to be kissed by somebody, I want it to be only somebody
that I want to kiss me on the lips

I was kissed on my hand once - and I had been cleaning fish earlier, so you can imagine my sentiments! A lasting impression! I*m laughing now but I promise you I was ready to sink through the floorboards at the time...

Depends.
I rarely get kisses on the hand, so it grabs my attention more when it happens.
