Vlad Tepis was the son of an aristocrat nicnamed "The Dragon" or Dracon in the native language. Vlad, being horrifically evil when punishing his subjects would be famed to impale them against the sides of his residence. Hence the nickname "Vlad the impaler" or "Dracula" (Son of the Dragon). As fame often does-his was to be so evil as to literally drink the blood of his victims. In truth the human stomach is averse to receiving blood and will trigger vomiting (which looks like coffee grounds) if too much is ingested. Such is the stuff of legend, though.

Depends on if you are meaning from a historical point of view, or a fictional point of view.
Historically, Vlad the Impaler.
Fictionally, there were stories by Bram Stoker, Anne Rice, JR Ward, etc etc.
