Even better, he mentioned that all territories and U.S. possessions have cities, which are, in fact, part of the United States based upon ultimate governance. Washington DC which by its name is not in the USA because it is a District of Columbia but actually that was just to get you thinking. Columbia is probably a reference to a statue representing freedom or something.
Anyway, by the question and definition of state, (my definition says a US state is represented by a star on our flag) all of the island holdings are not states therefore Washington DC is the only answer.

Politically it would be Washington, D.C. Geographically and not geopolitically it would be San Juan, Puerto Rico. Not a state, but a US city.
