It depends on whether the program written on the disk is compatible with what is run on your computer...even then, depending on how old the disk is, in comparison to the computer and its technology, you may not be able to retrieve the information off the disk.
For example, I had found an old Apple disk in which the information could only be retrieved from a special disc reader that was relative to the time that the disk was made. It was nearly impossible to find someone who had such a piece of equipment, since it is now obsolete.

Go to desktop, double click on the icon MY COMPUTER, double click on the Drive A icon (the floppy drive) and it should come up.
