Is your house located on a hill? Is the exit within the boundaries of your property? If the exit is within your property, then it is most likely that the responsiblity fall into you.
Else, if the exit is outside your property boundary and on public land, you may want to contact your city public works office before filing a lawsuit. Your city may not have any idea about the situation and as a citizen of that area, it is your responsibility to report it (or any complaints and irregularities where you think the local government can help you). Filing a lawsuit is not yet an option in this situation. As there are processes that needs to be done before legal action can reached.
I would advise you to document your complaint to the city and coordinate with them on how this problem will be resolved. I am very sure the city will be able to help you on your dilemma.

Have you ever been one of the accident victims of this bad design? In other words, in order to sue, you have to have standing, meaning you have to be an injured party. You have to have suffered damage from the thing you are suing about. Then you can sue the responsible party for the cause of your damage. The city is responsible if it is their roadway and that roadway has a bad design that was the proximate cause of the accident and the city was aware of the hazardous condition and then did not take timely action to fix the hazard. That sounds like a lot of steps but since you are dealing with government, it is not too far fetched. I assume you have already talked to the city about this condition warning them of the hazard and they have not taken action. The accident record itself as you have described it should put them on constructive notice that something needs to be done.
The other thing you can do is contact some of the other accident victims and put together a class action suit for all people that have been victimized by this bad design. Get the media involved and I am pretty sure the city will do something quickly.

Yes you can, However to WIN against City is very difficult as the City gives big cookies and bribes to judges!
YET, it is very good that you file your lawsuit!
Because, even you will lose it with chance of 90%;
BUT, the City will be forced to have a good plan for it;
BECAUSE if
After
your lawsuit, another citizen file lawsuit for same cause, the City then can't simply give bribe and run away!

Yes, If you can prove negligance on the part of the city....and believe me these types of lawsuits have been accomplished against the contractors and city engineers who built these things...
