Both freezer and fridge lights are in the back. In the fridge, things are arranged loosely enough that the light can always get through. In the freezer, though, things get packed in tight and so could easily block the light.
The other two options are: your freezer light is burnt out or missing; or your model of refrigerator doesn't come with a freezer light. Why would that be? Well, I guess if a freezer light is blocked so often they figure no one uses it, so why put it in?!

Ah the pixies can't stand the cold. Under the pixies union act of 1989, it is now illegal for them to press the light button, where the minus temprature exceeds union rules.Pop a fiver in your freezer with a kind note and you will have light :)

Because freezers are usually packed so tight that the bulb would be obscured, whereas fridges aren't, usually.

because the coldness of the fridge isn't enough to crack the bulb, whereas if you had a light in the freezer, the bulb would crack, leaving shards of glass and filiment metals all over your frozen foods!

Because the freezer is colder, and when you turn the light on, it adds heat, which will cause all your frozen items to defrost.
