well the fact that he has to steal them means he has a problem. i would get away from this guy its okay to think about things but once you actually do something it involves someone else and with out their consent it is wrong. which ones is he stealing are they used or not and are some never taken if you can narrow it down you can at least protect the one that are more apt to be taken. maybe you need a good uv dye so that you can follow the trail with a black light.

If you think he is stealing them, get a large mouse trap and set it under a few pairs of your panties and see what happens.
