I'm 19 and lately they have been feeling tender, I don't get PMS and the last time they felt tender was when I was smaller. Does this mean that at 19 they are growing agian, or that I'm starting to develop PMS symptoms?

You have to list all your body functions for the past 3 months and those activities involving sex with your partners and yourself. Any adult movies and their ratings. Also, we should know about your bathing routines, Quickies in the showers or deep sensual soaking with aroma therapy. Breasts are fickel critters Like when they decide the nipples should really stick out. and the guys seem to relally notice you. Do you spend any time talking to them? You got them cramed in that quilted bra all hot and sweaty. They may just try and get even. Did you ?? OH my!! OH NO, you may have slept on you stomach and they are mad at you.
HA ha you don't mind a jest do you?
Don't be silly or make mountains from ant hills. Talk to mom! She'll love you for it.

PMS is more likely. You don't feel it when your breasts grow.

If you're very worried, you can see your Gyn about it and find out what she sees/thinks after examining you.

your body could be stil growing but it is best to consult a doctor.
