Light Ball?

In Emerald, is the Safari Zone the ONLY way to get a Light Ball(held item)?

(without Gameshark or Action Replay etc.)

I'm afraid it is. A light ball is only found as the held item of Pikachu. even then, it will only be holding a Light ball about 5% of the time. You're going to have to catch a lot of the little yellow critters. I haven't found one yet and I've been searching for a while.
