IT SHOW IN SYSTEM PROPERTIES 3.80 GHZ...PENTIUM 4...BUT IN INVOICE IT SHOWS DUAL CORE 2 PROCESSOR 1.86 GHZZ IAM WATING FOR ANSWER THANK U

Don't trust Windows system properties, download something like PC wizard or Everest Home Edition, they will provide you a much clearer idea or whether or not the company sold you down the river. Windows could be reporting it as a 3.8 GHZ pentium as it has two cores running at around 1.9 GHZ.

Well I would download something like CPU-Z to verify, but Windows is pretty accurate. If it is the case then yes you should complain, as the Core 2 Duo is a much better processor than the Pentium 4. Here is a link to CPU-Z:http://www.cpuid.com/cpuz.php
