Ususally it refers to a running back who carries the ball, catches passes, and returns kick-offs and punts. 110 rushing, 65 receiving, 84 returns = 259 all purpose yards.

It is running, recieving and return yards. For example, Reggie Bush may return a punt for 25 yards, two kickoffs for 40 yards, rush for 50 yards and have 50 yards recieving. He would have 165 all-purpose yards.
