I would like to set up a new active community tank.What fish would work best in 20 gallons?

Well, the problem with barbs is that they are bigtime fin nippers. Well, all barbs except cherry barbs, which are quite docile.
I would not keep barbs and gouramis together - gouramis have a reputation for being aggressive but in my experience they are usually big wusses and would be terrorized by barbs. (except cherry barbs)

Also, 20 gallons in fairly small. You could go with:
7-8 cherry barbs
1 dwarf gourami
6 corydoras

OR
8 tiger barbs
2 kribensis cichlid (kribs can hold their own against tiger barbs, probably, but keep an eye on them)

Or if you want to omit the barbs altogether:
1 dwarf gourami
6 cardinal tetras
6 harlequin rasborars
5 corydoras

to be honest they are not great comunity tank fish but if you put a few chiclids in the tank such as convicts they should be fine if not they can cause your other fish to die!
