If quoted by Bob Dylan, then maybe for some, but it is not true forgiveness.
I love Bob Dylan songs.

No, money does not buy forgiveness but it can inspire a certain amount of forgetfulness which can be a good substitute.

Money can't buy emotions, though people can be bought off. People might allow themselves to be convinced that they forgive someone through bribery but there are still hard feelings.

money means nothing to me,
even people with all the money in the
world are blue. trust and love defeat
money and when you have that (trust and love) you can do all the forgiving in the world

It could help someone to forgive you, but not entirely. Mostly words can.
