1.well today i woke up and on the side of it was little white things and i dont know if there eggs or if there a fungus?what is it?
2.my guppy had babys 3 weeks ago and i also wanted to know when should i put her back in the net breeder?

by the way the white things are all in little balls of white so keep that in mind.

Sounds like fungus. Is it fuzzy? It may be food with mold/fungus growing on it. It looks white and fuzzy. Give your tank a good cleaning (take out 40% of the water) and reduce feeding to once per day, only what they can eat in 2-3 minutes.
Your guppy will have babies every 28-30 days, so put her in the breeding net in 7 days, or when she starts exhibiting agitated behaviour, zooming up and down the tank fidgeting in a corner, square-shaped belly etc.

fungus, give the tank a good cleaning.
You can put her back now if you want, or wait another week. she should be fine.
