It makes this clicking sound and the timer goes around. The belt isn't broken. What could it be?

Move the drum with your hand. If it moves easily, then check
the belt tensor and see if the belt is tight. If the drum doesn't
move easily, one way or the other, the motor is probably shot.
You can slip the belt off the motor and try turning it with your
hand after removing the power. Always include
the model no or at least the brand when you ask a question about
appliances. They do not all operate the same and have some
distinct problems.

You have a idler wheel broken. This is the part that hold the tension on the belt to turn you drum. It is a small plastic wheel in back and on bottom of your dryer. It is not to hard to change out. And they do not cost much. I have change many of them.

If you can hear the motor running, and the drum doesn't turn, it's the belt for the drum. If you can't hear the motor running, it's the motor, or you have no voltage to the motor.

Sounds like the motor is either dead or the shaft has loosened from the motor. Fairly easy to work on, you have to remove the dryer skin. Usually it's razor sharp so be careful.
