To some people, the term means simply masturbating in the presence of another person, but there's another understanding of it (the one I learned while growing up) in which both partners are manually stimulating each other. In other words, you're not just doing a solo act in front of someone else, but are actively engaged in masturbating your partner, who's simultaneously doing the same thing for you. Gives a whole new meaning to the old phrase, "Reach out and touch someone."

I have always understood it to mean two people touching each other in the same way they would touch themselves if they were masturbating alone.
I think masturbating in front of someone, even if you both do it at the same time, is something different; I don't know if it has a name. 'Simultaneous masturbation', perhaps?

"Mutual masturbation" generally means giving each other sexual pleasure manually (i.e., a hand job going both ways). Technically it's a misnomer, though, since masturbation literally means pleasuring oneself, not someone else.
