Randle El played QB at Indiana. Towards the end of his career though he was starting to be utilized in the passing games as well.

Once he was drafted he became of many former college QBs to change position (usually to WR).

Others to make the switch include Matt Jones (former Ark QB now a WR with the Jags), Michael Robinson (former PSU QB now a RB with the 49ers), Eric Crouch (heisman winning QB from Neb, one time WR/CB for Rams and Packers).

This shift happens because at the college level athleticism an rushing ability is much more critical for a QB. Also, in the NFL defenses are more complex and the ability to understand them is more important. So the skill set required to operate a pro style offense is significantly different.

The pro game is different than the college game for a QB -- He's one of those guys who did not have the size and particular skills of a pro quarterback, but because he's fast and a good athlete the pros took him anyway for another position. Most guys in that situation never get drafted, but some of the best athletes like him, Heinz Ward, and Matt Jones are given a shot to play WR.

The felt he was too small to be be a QB and that he would be more of asset at WR with his speed and big play ability.

They figure he was better off as a wr due to his blazing speed and big-play ability. Pittsburgh did use him alot in their trick plays but they felt that his 5'8 frame would make it difficult for him to peform under center.
