Sounds like the bell in Jorenge-in Temple in Ohara. But go to the following link and check it out, there's several pics of the bells. The page describes other bells in other temples, there's 20 temples in Japan where you can ring a bell on New Years. By the way, it's 107 times on New Years Eve, and once on New Years Day.. ;)

It's not a gong--it's a bell. And it happens all over the country. Perhaps the most famous is the bell at Meiji Shrine in Tokyo. Google something like "Meiji shrine new years" and you'll probably find it.
