3...it's 3. My suggestion is that if you write an essay, and you aren't sure of the grammar, then rewrite the sentence. It's an awkward sentence anyways. Perhaps this: At that time, no one else had ever explored the vast natural wealth and business ability of the United States as they did.

The answer is 3. "They" is plural, so the corresponding comparison also must be plural : "no others."
Honestly, I'm not 100% sure; it might actually be 4. I am excellent with grammar, and this is very, very tricky.
How about this:

Answer #4 would be gramatically correct - since they are exploring it like no ONE else ever had before.
Edited to add - regardless of how many people are currently exploring NOW ("they"), there is no guarantee of how many explored before - therefore the reference to those who explored before, at least in this context, would need to be singular.
