Bettas will NOT kill all other fish, however, a 4 gallon tank is not big enough for any other fish.
Even small fish like tetras, danios and platys will grow, AND they require a lot of swimming room. Unlike bettas, tetras and danios swim a lot and need to be in schools of 5+ fish. You just can't keep them in a 4 gallon.
Even if you go by the 1 inch per gallon rule: a betta is 3" and even the smallest tetras grow to 1.5".
The only other creatures you could keep would be:

glass shrimp: http://www.aquascape.co.uk/shrimp.jpg - your betta may eat the ghost/glass shrimp, but they're usually only a buck or less.

If it is only 4 gallons I wouldn't Put more than 3 fish in there, But a really Pretty Fish that gets along with My Betta is A Platty, they r orange with a Black tail, The males have pointy Bottom Fins and the Females r rounded! Guppies Also Ge along GREAT!

Anything that won't nip it's fins and enjoys the same temperature, and ph and stuff. Disreguard the last couple of posts that said not to put other fish with bettas, they are called fighting fish because when mixed with the same species or species that look like bettas, they will fight. You could always put some bottom feeders in the tank that won't bother or be bothered by the betta, kuhli loaches, but hey need a heater and filter.

If a male betta is put in a warm community tank with no other fish that looks like a betta (no flowing fins) and no fish that may nip or eat him, then he will get along fine. Goldfish and bettas are not a good mix. This is for a number of reasons: the betta may nip the goldfish, the goldfish may pester the betta to death or rip his fins, goldfish prefer cold water while the betta prefers warmer water.

Any NON FINNIPERS! and fish that move slowly have a real good chance also.
African Dwarf frogs, Som Algie eaters. It is hit and miss. it just depends on your betta, I have had many and some like company and others did not!!!!!!!

Two otocinclus catfish, OR four small rasboras. Make sure you have adequate heating and filtration.

Gold fish do well. Angel fish are too aggressive and bite at the beta until they have no fins left.

there are no fish that you can keep with bettas because they are too aggressive therefor the fish you would add would end up being killed or something.
