What kind of tortoise? The size and humidity needs will dictate part of this answer.
Many tortoises are simply too big for either option (Red- and yellow foot tortoises, Sulcata, Leopard, etc.)
Some love high humidity (Red- and yellow-foot, Hingebacks, etc.) which means you need a space you can humidify AND heat to rainforest levels.
Others like dry heat (the Mediterranian tortoises, etc.) so can do well in a nice warm table setting.
In ANY setting, you need LOTS of fresh air (which is tough in an enclosed high-humidity habitat), warmth, etc. as well as unclimbable walls. yes- tortoises CAN climb better than most people think!

you need to be reading all you can about tortoises and speaking to experienced people, not asking here. My tortoise has neither a table nor a vivarium. In summer he has a secure enclosure outside and in winter he lives loose in my study. He is hibernating under my bed at present in my icy cold bedroom.

my tortoise had a vivarium and there werent any problems, im not sure maybe it depends on the type of tortoise. Ask in the shop.

Tortoises need calcium, vitamin A, multivitamin, uva or sun ( 12 hs a day ), food like worms, snails, tomatoes, etc....
They neeed to be in a hot place to prevent get ill.
Please read a lot to learn about them !!
They usually die couse people do not give all they need !!

they climb up vertical platforms try something with obsticles in it but nothing he can climb onto and then climb out useing it.
