Because they are insecure, gullible, and have more money than sense. These things don't ever work - many are made of stuff like drywall! There is no age limit to gullibility - they will NOT WORK regardless of age. Their only function is to make your wallet thinner.

Because they have more money than sense. You cannot change the size of your penis with drugs or exercise. But you can slim your wallet down buying useless tablets, gels and devices.
