The lever cover has two screws, remove them. Pull and lift, and the device will come out- the cover, and a wire link going down to what's called a bail or basket that shuts off the water which will all come out together. This is adjustable in length, usually- by screwing the link in or out. The proper adjustment is required for proper operation. If the lever is moving, you have either an improper adjustment, or you have a problem with the tension device (not all makes use this) that holds the lever in the up/down positions, and that may be broken or bad. If yours has it, it would be on the back of the lever cover plate.

You can buy these parts new at many of the helpful hardware stores, like Ace. If you decide to replace the parts, take the old ones with you for the clerk to see, so the replacement fits correctly.

I once saw how they fix the drain lever on This Old House and it sure looks like it is a pain in the butt kind of a job. Check with the This Old House web site. They might have that information for you.
